Founder

His foray into free teleconferencing back in 2001 sparked the viral movement known as FreeConferenceCall.com. Today, the company he founded has grown from $10 URL to the largest and most recognized conferencing and collaboration brand on the planet — with roughly 40 million users across 160 countries each month.

From this bold beginning, Dave went on to pioneer HDTandem, Wyde Voice, and StartMeeting® to name just a few. The array of companies, offering the highest quality solutions for consumers, enterprises and developers, represents an expansive and growing global infrastructure. For Dave, influencing regulations came with the territory. He took an active role in reforming and modernizing the universal service and intercarrier compensation systems through the 2011 Federal Communications Commission (FCC) Connect America Fund (CAF) Order. His continuous efforts have worked to ensure that robust, affordable voice and broadband service, both fixed and mobile, are available nationwide.

Andrew Nickerson

CEO

Andrew Nickerson is CarrierX’s CEO.  As the company’s leader, he manages a diverse portfolio of businesses including HD Carrier, an authorized VoIP Provider; FreeConferenceCall.com, the popular conference calling service, Bullhorn.fm, a content creation and podcasting platform and StartMeeting, an enterprise collaboration and video calling application. 

Before his appointment as CEO, Andy spearheaded carrier partnerships and business development initiatives at Skype and Microsoft. He has twenty-plus years of experience working with the wholesale business units of AT&T, Sprint, Vodafone and Telefonica. Mr. Nickerson has also worked within KPMG’s audit practice and performed financial modeling and data analytics across several industries. With a background in financial and credit risk management, Mr. Nickerson created a platform for the telecom industry to identify, evaluate, and advise on telecom investment opportunities, with millions raised in venture capital. Throughout his career, Andy has been a strong advocate for fair competition policies in Washington, DC.

Mr. Nickerson graduated from Santa Clara University with a business degree in accounting and holds an MBA in finance and entrepreneurship from the Wharton School of Business. He lives in Manhattan Beach,  California with his two children Tate and Paige, and their dogs Beau and Ollie.

Scott Southron

Chief Operating Officer

As COO and CFO of the international telecom, Carrier X, Scott is a capital funding expert, who is business and operationally focused with a solid foundation in public accounting, operations, reporting, planning and controls. With comprehensive, in-depth experience in capitalizing and growing companies in new technologies and services, he has reshaped the organization into a global leader.

Scott’s ability to partner with executive management, CEOs, and investors to properly position companies to successfully raise growth capital and achieve profitability goals has led to incredible growth for Carrier X during his tenure.

With a focus on B2B models where it is critical to establish profitable, strategic alliances with vendors, affiliates, partners, and customers, he utilizes his deep experience in raising debt financing, restructuring operations, and raising growth capital to position Carrier X as an international leader in the telecom industry.

Scott earned his bachelor’s degree from the prestigious University of Southern California and has worked previously with notable companies such as, Price Waterhouse, The Walt Disney Company, MCI, William Lyon Companies, and Spin Media. Additionally, he has often been a thought leader and contributor to industry publications, such as Forbes magazine.

Eugene Tcipnjatov

CTO

With rich experience in telecommunications, digital signal processing, software testing and performance tuning, Eugene brings a passion for driving technological innovation and a strong understanding of VoIP technologies to CarrierX. Expertise in end-to-end software project management enables Eugene to lead high-level teams in effectively solving complex engineering tasks. Eugene holds a Masters degree in Applied Mathematics.

Bryan Peterson

Chief Network Officer

As the Chief Network Officer, Bryan is responsible for the day-to-day management and maintenance of all aspects of the CarrierX network and technology infrastructure. He oversees network operations, carrier relationships and strategic network planning as well as managing network fraud detection and prevention. Bryan came to CarrierX with over 20 years of telecom operations experience, having worked for a number of LECs, CLECs and telecom startups during his career.

Heather Hall

Vice President, Finance

Heather Hall started with the company as Director of Finance and was soon promoted to Vice President. Heather now leads the business intelligence team — combining experts from each operational group in — to support both retail and enterprise customer needs. Additionally, she manages the corporate finance and planning departments. Prior to joining CarrierX and the StartMeeting team, Heather held vice president positions in billing operations and finance at other telecommunications companies. She holds a bachelor's degree from University of California, Irvine and a MBA from California State University, Fullerton.

Michael Ching

Director, VOIP Engineering

Coming from a background in telecom and web startups, Michael brings operational experience and a developer-focused mindset to CarrierX. He ensures the CarrierX network successfully processes over 3 billion minutes of voice traffic each month, while providing APIs and integrations that meet actual developer needs.

Christoper Libertelli

General Counsel

Mr. Libertelli is the General Counsel of CarrierX. He is an experienced executive with over twenty years of experience in law, technology policy and scaling Internet businesses. After his government service as FCC Chairman Michael Powell’s senior legal advisor, he worked as one of the first employees at Skype in California, DC and Estonia. Subsequently, he led and grew Netflix’s Global Public Policy function during the company’s world-wide launch to over 100 territories. At YouTube, he led a global team at YouTube responsible for creating and enforcing YouTube’s Community Guidelines.

His public policy work focuses on the Internet, telecommunications and entertainment industries. He has developed specific expertise in the areas of media law, intellectual property law and licensing, telecommunications regulation and network interconnection. During his government service, Mr. Libertelli implemented the Telecommunications Act of 1996 and the Communications Assistance for Law Enforcement Act. Mr. Libertelli has also practiced in the emerging area of Internet platform regulation and has been an active participant in several media and telecom merger reviews conducted by U.S. and EU antitrust officials. He was a board member of The Internet Association, the Family Online Safety Institute and the education reform non-profit, LearnLead.

Mr. Libertelli received his J.D. from the Boston University School of Law. He has appeared at many media and telecommunications industry conferences and has testified before lawmakers in the United States, Europe, Canada, and Asia. Featured in Washington Life’s “Power 100” he is based in Washington, D.C.
